FSSAI Directions Regarding Food Order for Sweets Snacks and Spices for Licensing

FSSAI has issued an order dated 19 July 2021 regarding Food Category for Registration/ Licensing of FBOs manufacturing Indian Sweets and Snacks & Spices.
FSSAI has entered several representations from Industry Associations regarding difficulties being faced by colorful small and medium scale manufacturers/ packers of Indian Sweets and Snacks & Spices products due to attainability of norms of these products under similar Food Safety and Norms Regulations. As a result, similar small and medium food business drivers are needed to gain the central license under the personal food products, which isn't only expensive but also entails onerous obediences for the said order.
In order to ease out the licensing/ enrollments for similar small and medium food businesses manufacturing Sweets and Snacks & Spices, the FSSAI has decided to assign the Food Product Order 18 in the Food Safety Compliance System ( FoSCoS ) under ‘General Manufacturing’ Kind of Business. This will enable similar FBOs involved in manufacturing of Indian Sweets and Snacks & Spices to apply for enrollment, State License or Central License, as per the eligibility criteria grounded on their product capacity and development. Detailed categorisation of Food Product Category 18 is as below.
Indian Sweets
Sweets also known as Mithais in India are the products forming from Indian heritage and culture and may be prepared using a number of constituents videlicet, sugar, jaggery, honey, milk, dry fruits, nuts, cereals and their flour or bounce, beats and their flour, fruits, vegetables, spices, comestible vegetable canvas, ghee in colorful forms, styles or density. The common names are Halwa, Mysore Pak, Boondi Ladoo, Jalebi, Khoya Burfi, Peda, Gulab Jamun, Rasogolla and analogous sweets vended by any name, etc. These products may be prepared by colorful processing styles including attention, frying, coagulation by heat or acid or any other applicable system as per the intended use of the product.
Milk grounded Sweets
Includes dairy grounded Indian sweets which may or may not be flavoured.
Khoa grounded Sweets
Includes Indian sweets prepared from milk concentrated or incompletely withered, khoa (cow or buffalo milk concentrated by boiling), sugar or Artificial sweetener, wheat flour, comestible vegetable canvas, ghee, spices and other constituents. Exemplifications include – Rabri, Basundi, Milk cutlet, Peda, plain burfee, Dhoda burfi, Singori and other analogous products vended by any other name.
Chhana grounded Sweets
Includes sweets prepared from heat and acid clotted milk products (milk – heat clotted backed by acids like citric acid, lactic acid, malic acid, etc), chhana (cow or buffalo milk, heat clotted backed by acids like citric acid, lactic acid, malic acid, etc), sugar or Artificial sweetener, spices and other constituents. Exemplifications include chenna/ channa grounded sweets vended by name of Bengali sweets, i.e., Cham cham, Raj bhog, Ras malai, Rasogolla, Rasbhari,etc., Chhana toast, Khirmohan and other analogous products vended by any other name.
Fermented milk products grounded Sweets
Includes sweets prepared using applicable societies to raise the milk at specific temperature and for specific duration along with other constituents.
Other compound milk products grounded Sweets
Includes those milk- grounded sweets which are a blend of milk and other constituents and doesn't fall under any of the below defined orders. For illustration-Rice Kheer, Firni, Makhana kheer, payasam, and other analogous products vended by any other name.
Cereal or beats flour/ bounce grounded Sweets
Includes Indian sweets containing cereal and/ or beats flour, bounce or grain as the main component.
Cereal grounded Sweets
Cereals ( including millet) or bounce- grounded sweets and stiff pudding grounded goodies, cereal grounded goodies and may contain sugar or artificial sweetener, wheat flour, comestible vegetable canvas, ghee, spices and other constituents. Includes Jalebi, Suji halwa, tapioca halwa, Modak, Malpua, Ghewar, Gur shakkar para, Pootharekulu, Ariselu/ Arsa/ Adhirasam), Gujiya/ Kajjikaya, puran poli/ bobattu, Gud papdi/ Gol papdi, Balu shahi, Gavvalu, Shankarpali, and other analogous products vended by any other name.
Beats grounded Sweets
Includes beats (legumes and lentils) or beats flour/ bounce grounded sweets and may contain sugar or Artificial sweetener, wheat flour, comestible vegetable canvas, ghee, spices and other constituents. Soan papdi, moong halwa, Mysore pak, Patisa, besan ladoo, motichoor ladoo, chana dal burfi, Sunnundalu, boondi ladoo, moong dal halwa, Gud chana and other analogous products vended by any other name.
Sot Fruit and nuts grounded Sweets
These are the products prepared from dry fruits, viz and may contain sugar, jaggery and nuts, ghee, and other constituents. Exemplifications include Kaju katli, kaju barfi, Badam burfee, Badam Halwa, Pista halwa, Pista-Badam Halwa and other analogous products vended by any other name.
Indian sweetmeats
These are the products prepared from sugar, jaggery and may contain dry fruits, nuts like peanuts, ghee, and other constituents. Exemplifications include Chikki, Gajjak, Til kut barfi, Til rewari and other analogous products vended by any other name.
Fruit and Vegetable grounded Sweets
Includes sweets made from fruits and vegetables ( roots and tubers also) and may contain sugar or Artificial sweetener, wheat flour, comestible vegetable canvas, ghee, spices, sesame seeds and other constituents. Exemplifications include-Petha (Dry, angoori, Kalam, kesar), Gajar halwa/ Gajrela, Gajar pak, Gajar burfee, Lauki halwa, Coconut burfee and other analogous products vended by any other name.
Indian Snacks & Savouries Products
Indian snacks also known as Namkeens are the products forming from Indian heritage and culture and are prepared using a single or admixture of a number of constituents and may be available in colorful forms.
Cereal or beats flour/ Bounce grounded Snacks & Spices
Includes all savory snacks, with or without added flavorings prepared from cereal or beats (legumes and lentils) and/ or their flour or bounce, and may contain other constituents like potatoes, swab, sugar, comestible vegetable canvas, dry fruits, vegetable, peanuts, spices and seasonings, nuts and seeds as per the intended use of the product.
Illustration includes Bhujia, bundia, Channa Jor Garam, Papads, khari, kara, murukku, namakpara, chiwda, palakayalu, strip or thattu pakoda, dalmoth or fusions, soya nuts, nimki, fali (e.g. cholafali), uppu seedai, appam, bhel- blend, Sev, Sev fried Dal, Gathiya, shankarpali, farsan, Kachori, kurmura, murmura, papadi, crisps, chakli, Chiwda, Poha, Kheel etc. Also, includes namkeen blend/ fusions like khatta-meetha, cornflake blend, navratan admixtureetc. and analogous products vended by any other name.
Fruit and vegetable grounded Snacks & Spices
Include namkeens made from fruits and/ or vegetables and may contain other constituents like swab, sugar, comestible vegetable canvas, dried fruits, peanuts, spices and seasonings, nuts and seeds as per the specific product. Exemplifications include-Banana chips, Potato grounded aloo Bhujia, Aloo chips, cassava chips and other analogous products vended by any other name.
Sot fruits and nuts grounded Snacks & Spices
Includes all types of snacks prepared from whole nuts, and nut fusions, either in- shell or shelled, interspersed or unsalted and may contain sugar, comestible vegetable canvas, ghee, spices and seasonings, sauces and seeds as per the specific product.
